PAYD Insurance in 13 State Climate Change Emissions Plans

The New American Foundation's compendium of 33 state climate action plans shows that 12 of 33 states plan explicitly cover PAYD Insurance.

 They are: Arizona, California, Colorado, Maryland, Maine, Minnesota, New Hampshire, New Mexico, North Carolina, Rhode Island, Virginia & Vermont. Also Massachusetts had included it, but New American elected not to summarize the plan, because the state is in process of revamping it. But not every state plan, including PAYD insurance proposing particularly aggressive implementation strategy. For example, Rhode Island plan, says that the state will likely wait for other states to figure out how to promote PAYD insurance to do so.
